Prohibition on subliminal/manipulative AI techniques causing harm

Description

Prohibits the placing on the market, putting into service, or use of an AI system that deploys subliminal techniques beyond a person's consciousness or purposefully manipulative or deceptive techniques, with the objective or effect of materially distorting behaviour by impairing informed decision-making, causing a decision the person would not otherwise have taken, in a manner that causes or is reasonably likely to cause significant harm to that person, another person, or a group.
