Description

Requires the competent judicial or independent administrative authority to grant authorisation for RBI use only where satisfied, based on objective evidence or clear indications, that the use is necessary for and proportionate to achieving one of the permitted objectives, remaining limited to what is strictly necessary in time, geographic and personal scope, taking into account the elements in paragraph 2.
